a few test locations have IP 172.31.0.2 as the DNS server (recursive).
Do those agents have a built-in resolver, meaning they don’t go to 8.8.8.8 or an ISP’s recursive?

Looks like those are all EC2 locations so my guess is that 172.31.0.2 is the anycast dns within EC2 and uses whatever they have set up for resolving (highly doubt it goes out to any ISP or public resolvers).
