Can anyone give me the link to install the desktop version so that I can test the scripts before testing it on WebPage Test?

The latest release that was built for release was around a year ago: Google Code Archive - Long-term storage for Google Code Project Hosting.
These days the best way to test out script commands is to use javascript with the exec/execAndWait commands and test them out in the browser’s dev tools locally (F-12 console). That gives you a lot more debugging capability.
It’s not great but that’s the current state of scripting.

Yes, it’s an IE plugin. Open IE and go to Tools → AOL Pagetest (or something like that).
