Preserve User Agent works in London but not Ireland

I need to enable the Preserve User Agent option to test the site www.lululemon.co.uk

When I test from London, it works. e.g.

http://www.webpagetest.org/result/161211_2D_XJC/

However, when i test from Ireland, it doesn’t work.

http://www.webpagetest.org/result/161211_HW_XJ5/

Think I have found a bug.

I am having the same issue to test the site http://www.imaginationdental.com

When I test from Virginia USA and select the Preserve User Agent option, it works.

When I test from Dulles USA, even with the preserve setting, it does not work.
