I noticed that for this URL:

WPT actually evaluates (notice the last dropped query string params) https://www.webpagetest.org/jpeginfo/jpeginfo.php?url=https://i5.walmartimages.com/asr/40ba92c7-5112-4595-9281-ebaedd9f04f6_1.60464bb6664d436db3db84ddbaa30de3.jpeg?odnWidth=144&odnHeight=144

It looks as if the analysis always truncates after the first query string key/value pair, yielding incorrect results. Is this a known issue?

You need to urlencode the image URL (all query params in general). The URL for analysis should be: https://www.webpagetest.org/jpeginfo/jpeginfo.php?url=https%3A%2F%2Fi5.walmartimages.com%2Fasr%2F40ba92c7-5112-4595-9281-ebaedd9f04f6_1.60464bb6664d436db3db84ddbaa30de3.jpeg%3FodnWidth%3D144%26odnHeight%3D144%26odnBg%3Dffffff
