We all hear that keep-alives are a good thing to have.
However, I was wondering why is there even an option not to use keep-alives? Why isn’t this always enabled?
Is there anytime we should not use keep-alives?

Yes, there is an option but it is usually on broken hosting configurations. There is no good reason for not using them but you’d be surprised at how many sites (or even shared hosting providers) have them disabled, sometimes without even knowing.
