I was running tests with different connection types: 3GFast, DSL, Cable, 4G, LTE. All tests show me bandwidth in on maximum.
How should it be interpreted?

That means the site is fully utilizing the available bandwidth and the load is bandwidth-constrained (which could be good or bad). Bad if it is because of too much data, good if the size is already minimal and it is efficiently utilizing the pipe.
